Societal views in the Netherlands on active disinvestment of publicly funded healthcare interventions

Objectives: To obtain public support for the active disinvestment (i.e. policy decision to stop reimbursement) of healthcare interventions, it is important have insight in what thinks about and which considerations they find relevant this context. Currently, evidence on context limited. Therefore, study aimed explore societal views Netherlands interventions into that are those holding different views. Methods: A Q-methodology was conducted among a purposively selected sample citizens (n = 43). Data were collected June July 2019. Participants individually ranked set 43 statements broadly covering issues participants could consider context, from ‘least agree’ ‘most agree’. Qualitative feedback statement ranking each participant using questionnaire. Principal component analysis followed by oblimin rotation used identify clusters with similar rankings. These clusters/factors interpreted as distinct viewpoints factor arrays qualitative questionnaire responses participants. Results: Four identified. People viewpoint I believe reimbursement necessary should be maintained, irrespective its costs. II agree I, although necessity objectively determined. III think unnecessary, ineffective inefficient disinvested. IV, most decision-making processes transparent consistent. Conclusion: Insight identified contributes better understanding why has been considered difficult can help policymakers change their approach increase support.
